  • Surprising news on bill H.R. 3699 - Publishing giant Elsevier announced in a statement yesterday that they are no longer supporting the Research Works Act, a bill that contains provisions to prohibit open access mandates for federally funded research and reverses the NIH's Public Access Policy that requires taxpayer-funded research to be freely accessible online.
